Wayne Baker has been involved with Christian school ministries for more than 48 years. He has been a Christian school administrator for 45 of those years, serving in 6 different schools throughout the Mid-Atlantic region. Of those schools 5 were affiliated with churches; one (the last one, where he served 12 years) was independent. He has led two of those schools through regional accreditation. Mr. Baker’s activities prior to coming the Christian school movement included teaching on the college level (Music) and editing a prominent church Hymnal, Living Hymns. Throughout the years, Wayne and his wife, Barbara, have had an ongoing music ministry, traveling extensively both in and out of the country. In addition to serving as a school administrator, Mr. Baker has served in a number of other roles in the Christian school community. He is a frequent convention speaker and presenter, has served as a board member with three Christian school associations, and served both as President and Vice President of the Mid Atlantic Christian Schools Association. For 8 years he also represented the Christian school movement as a member of the Blue Ribbon Schools panel for the US Department of Education. Mr. Baker has been a consultant for more than 40 years helping Christian schools in planning, transitions, marketing and financial and management advice, and also helping start several Christian schools. Additionally, he has assisted several schools as they have transitioned from church affiliated schools to independent Christian schools. He was recently cited for his work in school governance. Barbara Williams has served in Christian school education for more than 34 years. She taught in the classroom for 8 years at two different schools, then served in administration as principal and then Head of School for 28 years. In addition to her work as a school administrator, Barbara has been active as an educational leader. She frequently presents at educators’ conventions and served as Secretary, Vice President, and President of the Mid Atlantic Christian Schools Association. She also was honored as the 2016 Primary Administrator of the Year for 2016 by the Pennsylvania Association of the Council for American Private Education (CAPE). Barbara has been very involved in school improvement through accreditation. She has served as a team member and chairperson for both Middle States Association/Commission on Elementary and Secondary Schools and the Association of Christian Schools International. In past years Barbara has served on the Association of Christian Schools International National Accreditation Commission and on the Middle States Advisory Committee. She currently serves on the Association of Christian Schools International Northeast Regional Accreditation Commission. Dr. Outlar received his doctorate in education from Wilmington University, after earning two Bachelor of Arts degrees in Bible and History. He also has earned two Master of Arts degrees, one in Educational Administration and the other in Christian Education, from Villanova University and Eastern Baptist Seminary respectively. Dr. Outlar is a certified counselor and holds a Superintendent’s Certificate with the Association of Christian Schools International. Additionally, he has served as an adjunct professor at Columbia International University. Sandy served as headmaster of four Christian schools, including Lancaster Christian School, where he helped to engineer the merger with Living Word Academy forming Lancaster County Christian School. He has served as president of Sandy Cove Ministries in North East, Maryland. At present he is a consultant to Christian schools in the areas of board governance, marketing, teacher development and is a popular public speaker as well as a published author. In 2010 he was appointed as Ambassador to Christian Schools by Lancaster Bible College.

Christian School Services Group (CSSG) was founded in 1972, with the purpose of helping Christian schools not just survive, but thrive. Our purpose has never changed. However the name has changed. In the beginning, during the first forty-four years when Wayne Baker (the founder) was working alone, CSSG was called WB Consulting. Within the past year we have changed the name to Christian School Services Group. We are a growing consortium of consultants who have agreed to join together to help Christian schools thrive.
